What a fixed-scope diagnosis should cost you
Discovery that bills by the day and ends when the budget does is not discovery. It is the first phase of the work it recommends, which is a conflict of interest wearing a deliverable.

Fixed price, fixed date, stated output
A diagnosis should have a price, an end date and a defined deliverable agreed before it starts. If any of the three is open, the incentive is to extend rather than to conclude.
It should be actionable without us
The test of a diagnostic deliverable is whether the client could hand it to a different firm and get the work done. If it cannot be acted on without the firm that wrote it, it is a sales document.
